It is the style in war that the opposing sides learn from each other, and as the conflict grows so they adopt tactics that earlier they had not considered. The bombing of civilian areas in Germany was caused because of the inaccuracy of RAF Bombing, and was followed by the USAF. Before that the Luftwaffe had not intentionally bombed civilian areas etc. In such matters the British have not been particularly open. Their tradition has always been secrecy. It is the European Commission, Court of Justice and Parliament that are open to all of us. The Council of Ministers is very British, and so confers in camera.
As a European I would wonder about the stance of this article. Nothing is said about the contribution to the World War II effort by the African Americans (about half the segregated Army), The Native Americans (useful in communications), the German Americans (useful in analysis and translation) and German Refuggees. The latter useful in the Manhatten Project at the least.
